The top number (120) is the pressure of the blood  when the heart is fully constricted.  The bottom number (70) represents the pressure of the blood when the heart is fully extended.  The top number is referred to a systolic and the bottom dystolic.  Where the dystolic represents the blood pressure when the heart is more or less at rest.  Constant readings of dystolic over 90 should be evaluated by a medical professional.  Constant systolic readings over 150 are borderline hypertension and should also be evaluated by a medical professional.  Anxiety and hypertension are the two main factors in high blood pressure.
